    Victor Christenko, RF Minister of Industry and Trade, explained pharmaceutical market situation few years ago as almost close to catastrophic. He also noted that Russian producers nowadays provide not more than 20 percent of domestic demand in pharmaceutical products and nearly 15 percents in medical techniques. The rest is covered by foreign companies and such a situation may threaten safety of the country. "It is necessary to change the progress vector to the favor of a Russian producer, - Minister says, - and not only companies with domestic capital are meant, but also our foreign partners that are ready to localize their production in our country". "Federal target program is developed with the aim to fix gaps in practical science, - Christenko added. - R&D normally takes more than a year in this field, so that's why we need a longtermness.
    "Terms for the creation a public-private partnership. Business case: realization of innovation project" is one of the projects meeting the objectives of the State. This report was made by Igor V. Varlamov, General Director of CJSC "Binnopharm".
    "It's possible to make one's way from theory to practice under such conditions for innovations progress created by the State", - noted Igor Varlamov. - "Binnopharm" has both base and experience to create new public-private partnerships. Moscow cluster "Biocity" is a link between production and fundamental science per se, inspiring the birth of new innovative technologies and products as well as import substitution of the existing foreign medicines by domestic analogues. This point is supported by the fact of jointly implemented cluster in accordance to Regulation 218: "Creation of high-tech cell technologies production for Regenerative Medicine".
    Cluster is the most effective base for a creation of public-private partnership, directed on the development of innovations and import substitution projects. Also both Moscow and St. Petersburg pharmaceutical clusters enjoy considerable potential in scientific education, production, scientific medicine that is together a good point for the development of pharmaceutical and healthcare industry.
